Sure thing, I use make the entire image first. So I pixel the dragon and then I copy paste a new frame and start editing the base. I tilt the head a  bit to open the mouth shift the feet and wings a bit and start a frame of the flame. I sort of slowly go from there, each frame moving each part a bit more.
